Upstate is one of two specialized long term SHU and Keeplock facilities in NY, the other being Southport C.F. The facility is located in Franklin County, NY, in the town of Malone.

These facilities were constructed to specialize in long term solitary or double bunk confinement of prisoners. Unlike other states, where a "super maximum" designation exists, NY has no such designation as a prerequisite for entry into such facilities. Therefore, any prisoner who has accrued a certain amount of Special Housing Unit or Keeplock time may be transferred to one of these facilities.

In this facility, and Southport as well, prisoners are kept in a 6'X 11' cell. There are shower facilities in each cell, as well as an external exercise yard of roughly the same dimensions as the cell. This exercise yard is commonly referred to as a "dog run." Lights, the door to the exercise yard, and the shower are all activated remotely by correctional officers.

The structure and operations of such facilities require much fewer personnel than traditional prisons, and also result in less contact between staff and prisoners.
