That doesn't look like it's from the actual episode - the drawing looks really messed up. Where does it come from?

Looks to me like a promotional sketch or coloured animatic. But that is definitely not a still from the show. Look at the colour of the plate.

Burns' speech[edit]

It seems to me that Burns' speech is supposed to be like Richard Nixon's Checkers Speech, except substituting the fish for Nixon's dog.
