(Response a decade later, I know...) It's science fiction related. Heinlein is most notable as a science fiction author, not a politician. So while his book is excellent as political advice, it's most notable in an encyclopedic sense because it reflects views expressed in his fiction writing. Some elements of his practical political experience as declared openly here appears as plot points in Revolt in 2100, Methuselah's Children, Time Enough For Love, Stranger in a Strange Land, and even influenced Niven/Pournelle in the political scenes in The Mote In God's Eye.

An essay by an aggrieved editor?

This reads like a grudge essay by Jerry Pournelle, the editor of the 1992 edition of this book. It contains unsourced subjective statements about the work, its author, and the trying circumstances under which the editor had to work to complete the supposedly flawed 1992 edition.
