Added part Referendum and elections in 2010--2011[edit]

I have copied in this article what I added also to the article 2010_Nigerien_coup_d'état. See the talk page of that article. It seems that the Supreme Council kept its promise about restoration of the democratic process; at least to me who has only superficial information about the later developments. I guess this is an important later development and merits a short section at the end of the article. Matti Nuortio, Oulu, Finland (talk) 10:48, 18 February 2012 (UTC)[reply]
