Name change[edit]

Hi! I moved the name from "of 2008" to ", 2008" which is the proper name. For whatever reason, Appropriations bills (of which this is one) are always named with a comma and then the year, not by saying "of year X." I'll look for a citation on that, but for now just take a look at all the other appropriations bills out there. I think its important to have accurate info here, since it is an encyclopedia. Thanks!
