TOD - Neutrality[edit]

The discussion around Transit Oriented Development in the community association section doesn't seem to support a neutral viewpoint. It seems to be stilted towards a negative view of TOD. It also stands around an unsourced claim from 2009. I'm removing that part from the section, but curious to see what others point of view would be.
