It definitely looks fishy to me. At best, this is a low-quality publisher, but my bet is that it is predatory. Just look at the crappy English of their website... And given the large number of journals that they publish on many different subjects, this is not a "niche" publisher. a predatory publisher, though not a fraudulent one. I've seen worse. Relatively modest ambition and costs. All or almost all the ed board members are genuine--none are famous people unlikely to have actually joined--articles come from the usual developing country mix, most are neither utterly trivial or of an real importance.
