Can anyone suggest improvements to this subject that would help make it better?[edit]

It's hard in general to find information about this subject as it is somewhat murky and ever so slightly shrouded in secrecy. The State Council of Civil Defense was put in place in the event the US were attacked with Nuclear or biological weapons, they devised plans and identified locations that might serve as bomb shelters or evacuation centers. Many materials found in bomb shelters from this Era have this name printed on them as the organization of origination. Eventually they would become known as just civil defense or CD then many years later FEMA. I really think that State Council of Civil Defense should have a clear definition and broad history on Wiki as it is hard to search and find in general. Most cold war era bomb shelters of large capacity were built under this title even if they were later managed by Civil Defense ,then eventually FEMA and state emergency management groups.
