It was proposed in this section that Stuttgart State Academy of Art ans Design be renamed and moved to Stuttgart State Academy of Art and Design.

No consensus. See no agreement below either to rename or not to rename this article, so it will retain its present title. As is usual with no-consensus outcomes, arguments can be strengthened and another request can be made in a few months to garner consensus for a rename. That should include meeting the requirements of policy, to include finding independent, reliable, secondary sources in the English language whenever possible.
