Google returns 113000 result for the band in question; isn't it enough to deem it notable?..

Agreed - I found the article while trying to find out about the band on Google. This is an extant band that has produced several studio albums. Just because it's not "Top of The Pops" in the US or UK doesn't mean they don't have fans or aren't a part of the artistic landscape of modern music. They also do live and festival performances in their region.
I hope that the fact of their being a foreign band that doesn't tour a lot in the West isn't a factor in this "non-notability" citation affair. There's certainly no accounting for taste, but some of their music is quite good.
