I wonder if the inroduction could be worded here to be more inclusive of the purpose of the PHOs as well as how they are (primarily) funded.

PHOs aim to meet the 'local' health needs of their enrolled populations. They are funded on a capitation basis, but also through contracting with a number of other agencies, such as the Ministry of Health (directly), District Health Boards, ACC and potentially others. Some PHOs deliver health services directly also.

Giving examples[edit]

If giving examples, they should be very selective - e.g. the biggest. Otherwise, you'll need to include every PHO from Tongan Health Society through to ProCare.
