What makes this so different from a Presidential pardon in any other country that it warrants a separate article? Either the differences should be explained, or the article should be merged into pardon. -- Jonadab, 2011 July 6

@Jonadab~enwiki: I strongly support this merger. Given that this article has not been expanded upon in eight years, I doubt that there is enough to say on the topic to make it warrant a full article of its own. Given the impressive length of the Pardon page's entries on Canada and India (just to name a few), I feel certain that a section on the Pardon page for the Prerogative of mercy in Rwanda (which would probably go down simply as Pardon#Rwanda) should be sufficient.
Since this merger was proposed nearly eight years ago and has received no arguments against since that time, I will merge this page into Pardon#Rwanda if there is no sentiment against this within one week or whenever I manage to perform the merger (whichever takes longer).
