Post-election crisis[edit]

Not sure what "served Parma for 37 years during two different terms" means. Pretty much a cut and paste from ref #8, TV station news article originally published day after new mayor took office. The newly-elected mayor won by 37 votes; ex-mayor served for 37 years. Coincidence? Is it a President Grover Cleveland-type situation, i.e. in office, not in office, in office? ````
