I orginally said 'bureaucrats' because council 'officers' are - in many jurisdictions - specific elected officers of the council so the sentence could cause confusion outside the UK. Changed to 'employees' for a second go at a neutral and unconfusing term. 'staff' might also be an option.

Further details on how Alternative Arrangements councils operate O&S would be welcome - they are still required to have a committee.

scrutiny requirements[edit]

Re the 2nd para - it is definitely a requirement to have a scrutiny committee, but is it really a requirement for all non-executive members to be part of it? Are we sure about this? —The preceding unsigned comment was added by JJardine (talk • contribs) 16:12, 7 December 2006 (UTC).[reply]

2010 changes[edit]

On future changes, should point out that I work for the Centre for Public Scrutiny, a body with a specific remit to support O&S in local government, and so have self-cited quite a bit. That said, we are basically the only organisation in the UK doing serious research on overview and scrutiny, and I hope that the content doesn't come across as POV. 2020 changes[edit]

Since the last major change in 2014 things have obviously moved on, and I've taken the opportunity to update and reorder the page to reflect those changes and to remove and refresh some dead links. I've removed some duplication on scrutiny's powers and added content relating to the 2019 statutory scrutiny guidance in England, as well as adding some detail on Wales and scrutiny of combined authorities in England.
