Thanks - as far as I can tell the 2009 company si "NaviRail Atlantic" ? There's more about that company here [2] From what I can tell the first company was a venture with SNCF, and the second with ECR. It looks like the Dec 2009 agreement was never followed through - according to [3]La société commune qui devait être créée au 1er avril 2010 (51% GPMLR, 49% SNCF) n'a donc pas vu le jour.
I think the first fell through and 'OFP La Rochelle' must have been created in 2010.
But my French isn't that good. I'm assuming the two were legally different companies.
