update the 2004 overview[edit]

Would it not be wise to update the 2004 overview. Terminology[edit]

Note the following from the Citizenship page: "In most nations, a non-citzen is a non-national and called either a foreigner or an alien. In the United States, because there is state citizenship, foreign is the legal term for someone not a citizen of the state, and alien is reserved for someone not a citizen of the United States. Well it's quite simple : “nationality” is the term more often used in international law. ([1])

Thanks for sharing that article. I worry that a 'national' connotes the idea of ethnicity, birthplace, etc. - there isn't consensus that the two are synonyms from what I can tell whereas citizen is a very widely understood concept with little room for misunderstanding. I'm sorry but in international law and in the United Nations glossary, nationality is never used to define ethnicity. And you're right : national and citizen are clearly not synonyms. Frenchl (talk) 17:11, 23 November 2023 (UTC)[reply]
I would suggest two things before changing the lead section and renaming: 1) adding a terminology section that discusses the differences between non-national and non-citizen in international law and 2) use the appropriate term in the examples section when the laws of that countries cite 'non-nationals.' Good idea. Well, in France, the term we mostly use is 'foreigners'. But in government publications and research papers, 'non-nationals' is very well used so it would have my preference. Frenchl (talk) 17:52, 23 November 2023 (UTC)[reply]

Hahaha. That's one of my all-too-frequent typos which slipped by my lousy proofreading. I meant supranational, describing the European Union, not supernatural. I made several typos in that edit, now corrected. I must have been a real rush. Yes, the final sentence in the paragraph is a mess -- the article needs a rewrite. Sources?[edit]

This article is unclear and not referenced. As a Commonwealth citizen living in Australia, I can definitely NOT vote in UK elections. I was a tempoprary resident of the UK and I'm pretty sure that as I couldn't then either. So what is the UK section talking about? 203.206.71.132 15:44, 28 May 2007 (UTC)[reply]

Hmmm... see Elections_in_the_United_Kingdom#Eligibility. Too bad that page does not cite supporting sources for the assertions made there. -- Boracay Bill!

Rewrite[edit]

I have rewritten this article. I didn't start out intending to do a rewrite -- my initial objective was to add sufficient source citations to justify removal of the {{unreferenced}} tag. As I added cites, though, I also added information. Eventually, the added information overwhelmed the info previously present. At some point, I reorganized the country list into EU and non-EU sections, each ordered alphabetically. Most of the info previously present in the article is still present, though it has been rearranged. In a couple of cases I found no citeable source supporting assertions already present in the article, and I marked those cases with {{fact}}s. I think my changes have improved the article. Hopefully, others will agree. Please correct as needed any errors I've made and not noticed. -- Boracay Bill 05:52, 8 June 2007 (UTC)[reply]

title[edit]

I'm not a native English speaker, but "Right of foreigners to vote" looks to me (French native speaker) like a litteral translation of the title of the French wikipedia article "Droit de vote des étrangers", which is the original base for this article. The other articles on related topics are Suffrage (to which Suffrage today, Sufferage, Limited suffrage, Census Suffrage, Voting rights, Voting right, Right to vote, The right to vote, Equal voting, Voter eligibility, Political franchise, Enfranchisement, Enfranchise, Electoral franchise are redirected), but also Voting rights in the United States, District of Columbia voting rights, Women's suffrage, Universal suffrage, but Maori voting rights in Australia, Voting rights of Australian Aboriginals, Voting rights in Puerto Rico, Compulsory voting, Voting rights in the United States...
Shouldn't it be renamed Voting rights of non-nationals (noncitizens is equivocal, as in some countries citien is not synonymous with national), or something like that ? New Title[edit]

My case is straightforward: I hereby propose the article be renamed to 'Foreign suffrage', which is a more appropriate and less unwieldy term than 'Right of foreigners to vote'. Ariedartin JECJY Talk 16:24, 8 August 2008 (UTC)[reply]

Lithuania[edit]

It seems to me that this article has conflicting information on Lithuania. In the EU section it says "As a result of this debate, Luxembourg, Lithuania, Slovenia and Belgium extended the right to vote, in different manners, to all foreign residents", but there was no mentioning of non-EU citizens voting rights on the map, or in the "Lithuania section". I changed the latter, someone should change the map. From what I can see on the net (and hear from friends), non-EU citizens with permanent residency are allowed to vote in Lithuanian municipal elections. The US description is pretty useless[edit]

It goes from voting in a time before there was a nation and citizens to vote to a vague description of local elections without ever mentioning the word local to sometime around now (or is it 1968?). Also, there were 13 colonies so what are the 20 regional areas? A burrough in New Amsterdam? The territory of Virginia? Basic premise of the article[edit]

I cannot find any reference in the article to the basic requirement of RESIDENCE in a country in order to be eligible to vote.

For example, I am a UK citizen by birth, and became a Canadian resident in 1973 at age 25 (and dual citizen in 1979). However, I inherited my family home in Scotland on my mother's death in 2001 and have spent 2 months/year in residence every year since.

Some years ago I was unilaterally removed from the local electoral roll on the grounds that I was not "ordinarily" resident in the constituency, and my sole UK residence had been deemed a 'holiday home'. This in spite of my being 'in residence' on the date of the annual enumeration. Ianwprice (talk) 01:19, 17 August 2016 (UTC)[reply]

Incorrect information on map of Europe[edit]

Hello. Could someone please alter the European map? The colour code for Luxembourg is incorrect. Having spent a long time trying, I haven't got a clue how to do it.

Luxembourg needs to change from bright red to the pale red, because it DOES have a time limit for residence (5 years) before foreigners are allowed to vote in local elections. Source: [[2]]. Also, for what it's worth I am a foreigner living in Luxembourg and I confirm this to be true as I have gone through the foreign elector registration process myself.

More map errors[edit]

1. The text states that local voting rights were extend to non-citizens in Lithuania in 2002 (see here)), but there is no mention al all of Estonia. Both ar EU countries. The map has Estonia colored light red and Lithuania blueish. The color of Lithuania should be changed to light read. As long as there is no information about Estonia its color shoud also be changed.

2. Croatia became an EU member in 2013 but is colored grey as if itwere outside the European Union.

Update needed[edit]

The article contains an instance of the {{Update}} template which, when I noticed it was dated February 2013 and linked to discussion in the § Lithuania section here. The § Incorrect information on map of Europe section here has additional discussion dated 2017 and in the § More map errors has discussion dated 2017. Those sections may also be relevant. I am going to re-date the template in the article as June 2022 and link it to this talk page section. Could some regular editor of this article please address this?
