Image:Vpndc.JPG is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Destructive behavior[edit]

Lalawigan Eastern Samar a Barrio of Borongan City is having a problem with the Department of Public works for their destructions of the coral reef in that said barrio, dthere had been a meeting to halt this project the people involved continue to destroy our beach, it appears to me that they do listen to reason, or they are so ignorant that destroying the reef is part of this seawall project. The people are against it, unless corrupted by money. We will buy you out.This is the modus operandi of sone our contractors here in Samar.How can an individual like me help, so the destruction will not continue.
