SCOUTING IN ERITREA

HOW SCOUTING STARTED IN ERITREA - In June 1943 two old Boy Scouts: - Mr. Maurice J. Aelion of the 1st Maccabi, Khartoum and Mr. A.E. Moore of the 1st Milford London, got together in Asmara, for the purpose of starting a Troop, very shortly after the starting of the Troop, Mr. Moore left the territory definitely. From that time and up to now all responsibilities and direction of Scouting in Eritrea falls upon Mr. M. Aelion.

In October 14 the Chief Administrator (the Brigadier S. H. Longrigg) granted the necessary permission for this voluntary Group of Scouts to be formed, as it promised to offer a form of education and development of the mind and body among Eritreans, who were already showing signs of keen desire to learn and study the vast new field of westernized teaching and way of life which had been made available to them after the occupation of Eritrea.

A Committee was formed to run the Scouting activities composed of the Following: -

Brig. S. H. Longrigg, O.B.E. Hon. President

Lt. Col. A.S. Parker, Hon. Vice President

Maj. P. Mumford, Hon. Vice President

Mr. M.J. Aelion. District Commissioner

Capt. H.F. Kynaston-Snell, Education Officer, Committee Member

Mr. Anderson of the Swedish Mission, Committee Member

The newly formed Troop started its activities with 14 members and after a short while the number went up to 50.

Having obtained the permission and got started on the training of the future Troop Leaders, Patrol Leaders and Asst. Patrol leaders. Our next move was directed to International Headquarters for their help of Books on Scouting.

Two big parcels were sent to us and we got from them every help and assistance for the benefit and progress of Scouting in Eritrea. Thus how I established my relationship with International Headquarters.
The boys under training were finishing their course and it was necessary to invest then, but we had no Tenderfoots. I created a design and it was sent to International Headquarters for approval. 35 Tenderfoot scouts were made.
Recognition

Upon asking for a formal recognition from the Boy Scouts Association I got the following answer: -

Dear Mr. Aelion,

We are not permitted to give your organization any formal recognition.

This must be strictly reserved until the political position is more stabilized.

I regret having to leave you thus unsettled officially but you are, and can continue, teaching the ideals of Scouting and its practical instruction to the young lads you have taken into your care. Ideals have no nationality.

On the International Commissioner's advice we carried on our Scouting Activities. A special Scoutmasters Course was held and 30 Scoutmasters

graduated.

Many Private and government Schools started Scouting Troop and the way was paved for a brilliant future for the organization.

A Girl Guides Troop started and a special course in Akele Leaders started and very soon Cubs and Brown1es started too, under the leadership of the Girl

Guides.

The number of the Troops and the Scout Population in Eritrea will be traced in the attached appendix.

Finance

The Troops are self financed. Occasionally Chiefs, notables, merchants etc. send us their donations. I confess that we are in a very critical financial position, but somehow we always manage to overcome our financial troubles.

Race and Religion

Frankly, during my long experience in Scouting here I have never encountered any such problems among the lads, they seem to be very happy together. In the long run the personal understanding; and teams spirit among the boys will emerge only when they are put together, and not separated in different religious groups, the personal inclinations of each boy will develop normally instead of artificially. and by comparing his likes and dislikes in a sober manner, he will therefore develop a clearer and broader viewpoint This general understanding would have the same tendency towards religion, although a great respect for religious matters already exists among the Eritreans.

Whatever political changes may take place in this territory the Scouting Activities would prove helpful, educative and instructive in personnel matters and self control and would prepare the ground for a better understanding of his fellowmen not only here but in the whole Empire, and more ready acceptance of

whatever the future may portend.

If I am allowed to express my personnel point of view on the Empire's Scout Association, I am of the opinion that it must unite its front, and I am sure that the whole of my Executive Committee and Scouts share my point of view, but is so hard to come to a solid understanding in writing alone and I most strongly recommend a meeting somehow. Maybe the Secretary General or one of your Commissioners can pay us a visit.

Seeing our very low funds we shall never be able to meet the expenditure of sending our representatives to Addis Ababa.

We most definitely welcome your advice and believe me you will always find me and all the Scout Officials at your entire disposal for the benefit of the Scout movement in the Ethiopian Empire.

All the Scouts in Eritrea, Girl Guides, Cubs, Brownies, will achieve their goal and we shall fear no obstacle and feel our utmost security as long as we are covered with the care, love and fatherly advice and

protection of His most Excellent Imperial Majesty Emperor Haile Selassie I
