i can't find any substantive debate on this Act - it was rather rushed through. it would have been the perfect opportunity to try and restore the mersey and tyne as ceremonial borders. curious there weren't any probing amendments : i suppose the MPs who supported this type of things had more pressing concerns on their mind at the time?
