Effect of Kinkaid Act after 1917?[edit]

Did I miss something? The great retreat of homesteaders in at least the northern Great Plains began about that time as drought conditions set in. Then there were the 1930's. Did the homesteaders stay put in the Sandhills region through all of that, or did the land pass to large holders and speculators as elsewhere? Would this not affect one's assessment of the success of the Kinkaid Act? Did John Wesley Powell's 1877 assessment that homesteads west of meridian 98 should contain at least 4 sections not eventually apply here as well?
