Kharkiv Governorate ?

Is there a source, that a Kharkiv Governorate was created in 1918 ? It seems doubtful, that an entity of such name was founded then, rather old Kharkov Governorate persisted (the turmoil caused by Civil War, or territory loss since 1917 notwithstanding). --129.187.244.28 (talk) 09:14, 21 September 2017 (UTC)
