Is he a civil servant?[edit]

The page "Clerk of the House of Commons" says that "as with all the members of the House Service, he is politically entirely impartial and is not a civil servant."

However, this page, describing the holder of that position, says he is a civil servant. I'm not qualified to know which is correct.
