Nav box lists Illinois routes -- not Interstates[edit]

There is actually a rationale behind this, but I'm not sure if other state projects follow it:

On state highway pages (IL-155), the browse box is located in the infobox, and covers only state highways. However, there is a "see also" section that lists non-state highway pages.
On high-level detail Interstate or U.S. pages (I-155, U.S. 24), the browse box covers all varieties of highways. There's one on U.S. 24 that goes "IL 23 <-- (U.S. 24) --> I-24". In this system, ideally the order would be "SH X --> U.S. X --> I-X --> SH X+1 --> U.S. X+1 --> I-X+1..." Also note that the browse box links are exclusively linked to the state-level detail of the page (U.S., Interstate), even if it is an automatic redirect to another high-level detail page.
