Forgive me, but this seems 'lacking' and without context. There was a forum, there was a declaration, and there was legislation passed/put in place -- all within a span or 2 or 3 years. That's it?

I know i am at high risk of suffering vicious attacks, in this 'PC' world of social "justice" and everyone being offended by something, but just HOW did this legislation 'come forth'? With the so many pressing issues of the day, why was this so important? Was the President or Prime Minister intersex, or was there a group of intersex legislators, or one's with 'affected' family/friends involved? Per articles on Wiki, using a generous rate of 1-in-1000 intersex beings being born, and with a population in Malta of ~445k, that means this legislation would directly affect maybe 450 individuates in that nation, apparently a VERY influential group. "Not that there's anything wrong with that", but ... Wow! Wouldn't a good part the world welcome such quick and decisive action regarding a motherload of issues facing us all?
