The name of the article[edit]

There was never such a republic. Just because Davies, Norman says there was it does not really mean that it is a truth. It is possible that Davies is confused of all those revkoms and the regular governments. And the flag, if it's not invented, does not mean anything as well. This is ridiculous. What was the history proclaiming such a republic? What was the background? How could Zatonsky just come to Ternopil and proclaimed a Soviet state? The article is weak and requires revision.
