Question about location[edit]

Am I missing something? If "The 60-ship flotilla gathered in Mounts Bay, near Penzance, prior to setting sail for the Bay of Biscay for the week-long exercise," why does the chart give the location as "Mediterranean Sea"? Mounts Bay and Penzance are on the south coast of England, and the Bay of Biscay (as shown on the map illustrating this article) is an arm of the Atlantic Ocean.
