Auditing controversy[edit]

@CapnZapp: For the avoidance of doubt, the statement "The Guam act was controversial ..." was already covered by the citation of Rogers p. 242 I gave at the end of the sentence, which reads:

Guamanian elation over the Elective Governor Act was tempered by one provision, Section 9-A, that gave authority to the Interior Department's comptrollor to audit all accounts, including taxes, of GovGuam. ... Island leaders were so upset with Section 9-A that the Ninth Guam Legislature took out a critical full-page ad in the Washington Post and recessed one week in protest. Nevertheless, GovGuam has not been able to eliminate federal audits ...

I think the sentence in the article "The Guam act was controversial, however, for authorizing federal auditing of the territory's accounts by the Interior Department" reflects this decently well, but let me know if you disagree. —Nizolan ^{(talk · c.)} 23:41, 2 June 2021 (UTC)[reply]
