E.B. Potter merits a wikipedia article - should remove notice that "The topic of this article may not meet Wikipedia's general notability guideline."[edit]

I was surprised to see the notice "The topic of this article may not meet Wikipedia's general notability guideline. (March 2009)" While there is certainly room for improvement in the article itself, Prof. Potter was one of the 20th century's foremost naval historians, and readers or prospective readers of his works will want to find information about him.
