The "foreign countries" mentioned throughout the article are only Canada and Mexico. Some Canadian provinces and territories are already members of the NRVC and DLC. I believe NAFTA requires Mexico and Canada to comply with U.S. privacy laws--if not, then the DLA will require that. Therefore, I have deleted a whole paragraph that was either flat out wrong or unsubstantiated inuendo by some conspiracy nut. I will continue to monitor this page in the future, to excise such sections as "interplanetary aliens join the DLA".
