Image copyright problem with Image:Ph seal apayao.png[edit]

The image Image:Ph seal apayao.png is used in this article under a claim of fair use, but it does not have an adequate explanation for why it meets the requirements for such images when used here. The seven provincial seals displayed in the first column of the CAR Provinces and Population section each need to have an explanation entered on their image file page. Copyright issue[edit]

The article has been erroneously tagged for potential copyright issue since the offending link (http://blgf.gov.ph/regional-offices/car-2/) clearly state that "All content is in the public domain unless otherwise stated" at the bottom of the pageHariboneagle927 (talk) 17:17, 4 November 2018 (UTC)[reply]

I'm not a copyright maven, but a look at the copyvio warning in the article led me to Wikipedia:Copyright problems/2018 September 15, and a search thefre for Cordillera Administrative Region led me to info from which I understand that the issue is that there is a question about whether the Philippine Government is the author of the some of the material quoted from their webpage (which would allow them to place it into the public domain) or whether some of the material copied into the article from their web page might have originated in this UNPO web page which says, "ALL RIGHTS RESERVED", and that that question is currently unresolved. Looking at the copyvio detection report, I see that the problematic material is minimal and that the copyvio concern could probably be eliminated by some minor rewriting in a couple of areas of the article.
