• the article is redundant to Fracture_mechanics
• the article contains no methods of fracture mechanics, which are exclusive for concrete material
• the article quality is very poor: missing references in all paragraphs, many imprecise and wrong statements

I propose to delete that article. The reader can stay with Fracture_mechanics.
