This does not appear to be a courthouse in use by the U.S. District Court for the Southern District of California, or any other court as far as I can tell. For one thing, Orange County is in the Central District. Here is a list of Central District courthouse locations: http://www.cacd.uscourts.gov/locations. I am removing references to this being a courthouse. If it ever was used as courthouse, that would be an interesting piece of history to add if someone can find a citation.
