It seems to me that the criticism section is both on the wrong page (belongs as part of the reiser article) and also completely false, at least from what I read. For a good deal of time Reiser had the best performance of anything out there, and much of that was due to the tail packing.

The criticisms section is pretty awful as-is. The statement is specific to ReiserFS, it's unclear as to whether it applies to just that file system or any with tail packing, it's completely unsourced, and it's been marked with multiple 'cn' and related markers for ages.
