Fleshed Out[edit]

This article needs to be fleshed out a bit. Some things that need to be added is who controls the executive powers of the government (i.e. the mayor or the city council). Also, in the same vein, is the mayor apart of the council, or is he the executive power? We also need to know who appoints department heads and such. Administered parks and reserves throughout the country?[edit]

I am surprised to read that the "council administered more than 700 parks and reserves throughout the country". Surely it did so only within the council boundary. Nurg (talk) 11:11, 17 May 2011 (UTC)[reply]
