ASCA executive director suggest Chinese swimmer was genetically altered[edit]

Is this notable fact? Does inclusion of this fact consistent with BLP?

Mr. John Leonard of ASCA made a "genetic manipulation" allegation against Chinese swimmer Ye Shiwen:
