Lead[edit]

The lead of this article is confusing or misleading. A few basic questions: What makes Utah's laws restrictive or Missouri's permissive?

What is unique about Wisconsin law versus that of other states?

The lead provides only content that serves to obfuscate rather than inform and should be fixed.
