History dates an ting[edit]

I can't make 'ead nor tail of what is going on here. The thing in the article replaced the other thing, designed after Gulf War 1 in the Nineties. Which one ? Which one was designed in the early Nineties? This thing or the other? And if the other, then when was this thing designed?
