I've tagged this with {{notability}} to alert an editor for evaluation.
I can't see how this article meets WP:NOTABILITY guidelines, more specifically WP:NUMBER. Even as a stub it would not.

The number 9999 is listed on the "What's Special About This Number" [1]list, one of the listed criteria for being considered a notable number at WP:NUMBER. I have also added the note that 9999 is a Kaprekar number. In my opinion, 9999 is a notable number, but my views may be biased. Jr9999 (talk) 21:57, 26 September 2012 (UTC)
