Winner, Mexico?[edit]

Sean Ago, can you please provide the page number an preferably a link to GOAL! by Mario Corte (2003)? I find this dubious that on every table (RSSSF etc.), Italy comes out on top and tiebreakers usually go towards those who scored more goals not who conceded the least as per why Mexico is second.
