Samuel Vlčan (born 13 March 1971)[1] is a Slovak politician and lawyer who served as the Minister of Agriculture and Rural Development of Slovakia from 2021 to 2023.

Vlčan was born in Partizánske. He was educated at grammar schools in Topoľčany and Banská Štiavnica. Afterwards, he studied at Moscow State Institute of International Relations and from 1990 to 1995, he studied law at the Comenius University.[2] Following his graduation, Vlčan worked in finance. He was the head lawyer of HVB Bank Slovakia a Slovenská sporitelna, where he was also a Member of the Board. He also served as the General Manager of Hypo Alpe Adria Bank in Bosnia and Herzegovina and the Slovak branch of Sberbank.[3][4]

In April 2020, Vlčan became the State Secretary at the Ministry of Agriculture, but resigned after three months due to disagreements with the minister Ján Mičovský. Following Mičovský's resignation in June 2021, Vlčan replaced him as the minister. In April 2023, it was reported a company owned by Vlčan was allocated 1.4 million eur in funding from the Ministry of Environmental Affairs. Vlčan resigned on 4 May 2023 but refused to give up the subsidy. His affair led to the collapse of the Cabinet of Eduard Heger.[5][6]
