Samina Khalid Ghurki was born on 13 August 1956 in Lahore in Ghurki Arain Family, Punjab. She completed her Bachelor's degree at Lahore College for Women in 1976.[1]

She was the only woman elected to the National Assembly for her first term in 2002 from the constituency of NA-130, the largest in Lahore.[3] She was re-elected in 2008 from the same constituency by securing 45,000 votes, defeating her opponents; Sadia Shabir (PMLN) and Ashiq Diyal (PMLQ).[4] She is also the only woman who won two consecutive National Assembly elections from Lahore — in 2002 and in 2008. She was also the appointed Federal Minister of Special Education in the cabinet of Prime Minister Yousaf Raza Gilani, Federal Minister of Environment and later Federal Minister of National Integration and Heritage in the cabinet of Prime Minister Raja Pervez Ashraf.[1]

She is active in the community welfare and social work of her constituency. Her family funds the Ghurki Trust Teaching Hospital in Ghurki, Lahore.

Samina married Khalid Javaid Ghurki and is the mother of two sons and two daughters. Her late husband and son of Asghar Ghurki was a former Member of Parliament [1] and an ex-parliamentary secretary with a strong political background.[5] He was the Town Nazim of Wagah Town, Lahore. Along with Jhangir Badr he has been the leading figure of the PPPP from the Lahore chapter. Other family members in politics include Haji Muhammad Asghar Ghurki, founder of Ghurki Hospital and MNA in 1985, Farooq Ghurki (Provincial Minister for Information and Technology), Arshad Ghurki, the late Muhammad Iqbal Ghurki (Former Provincial Minister).[3]

Her areas of legislative interests are Education, Health, Social Welfare, Environment, Local Government Affairs, Culture, Special Education and Women Affairs. She was among the 9 MPs to sign the United Nations Development Fund for Women's (UNIFEM) "say no to violence against women" campaign in New York.[1] She was appointed as president of PPP Punjab Women Wing in 2017 and has been working on this position since then.[6] She also represents the PPPP on the Standing Committee of Local Government Affairs.

She is popular among her local electorate, notably said to one of the few 'people's MNAs' frequently visiting villages to condole residents on the death of their loved ones. In an interview with Tribune, everyone agreed that she is always accessible and sympathetic to her constituents’ needs, that there are few politicians, if any, who spend as much time among them as she does.
