Is there any issue having two days of the same outbreak?[edit]

@United States Man and Hurricane Noah: I've added an entry for January 21, but the entry I have for that day is part of the 1999 outbreak which is also listed here. It was the most significant event I could find for that date and one of only three with fatalities. The other two deadly events were in 2017 (already listed here) and 1959. If we decided to only list one -day of multi-day outbreaks here, I'd be inclined to keep the January 21 part of the outbreak, since there were more deaths and injuries then.
