Orlovsky District (Russian: Орло́вский райо́н) is an administrative[1] and municipal[6] district (raion), one of the twenty-four in Oryol Oblast, Russia. It is located in the center of the oblast. The area of the district is 1,701.4 square kilometers (656.9 sq mi).[2] Its administrative center is the city of Oryol (which is not administratively a part of the district).[1] Population: 67,384 (2010 Census);[3] 66,167 (2002 Census);[8] 63,801 (1989 Soviet census).[9]

Administrative and municipal status[edit]

Within the framework of administrative divisions, Orlovsky District is one of the twenty-four in the oblast.[1] The city of Oryol serves as its administrative center, despite being incorporated separately as a city of oblast significance—an administrative unit with the status equal to that of the districts.[1]

As a municipal division, the district is incorporated as Orlovsky Municipal District.[6] The city of oblast significance of Oryol is incorporated separately from the district as Oryol Urban Okrug.[10]
