Christopher Howard is an American political scientist who is currently Harriman Professor of Government and Public Policy at the College of William & Mary.[1]

His work centers on the U.S. social safety net. He has written about programs like Social Security, Medicaid, and the Earned Income Tax Credit.[2] He has opined on U.S. social policy and politics in The Washington Post[3], CNN[4], The Hill[5]. He is a member of the National Academy of Social Insurance.[6]

He is the author of four books: Who Cares: The Social Safety Net in America (2023), Thinking Like a Political Scientist: A Practical Guide to Research Methods (2017), The Welfare State Nobody Knows: Debunking Myths about U.S. Social Policy (2007), and The Hidden Welfare State: Tax Expenditures and Social Policy in the United States (1997). He edited The Oxford Handbook of U.S. Social Policy (2015).
