Organic Law is a bad direct translation from Castilian. In my understanding, in English individual laws are called "acts" to differentiate them from projects ("bills") and those special acts that in Spain are called "orgánicas" are the same, more or less, that Statutory Acts, they are those that create devolved powers, institute the penal code or develops basic human rights.
