I just checked this article against WP:NEVENT and I'm not convinced:
"An event that is a precedent or catalyst for something else of lasting significance is likely to be notable." Not yet. The bus driver and his employer might go to jail for a long time, but whether that's of "lasting significance" to Wikipedia's readers is questionable.
"Notable events usually have significant impact over a wide region, domain, or widespread societal group." It's considered a national tragedy in Colombia, so this one is met, "but such coverage should not be the sole basis for creating an article." If there's a "demonstrable long-term impact on a significant region of the world", notability is established, but this is obviously a matter of WP:CRYSTAL.
"An event must receive significant or in-depth coverage to be notable." This condition seems to be met.
"Notable events usually receive coverage beyond a relatively short news cycle." Impossible to tell yet.
"Significant national or international coverage is usually expected for an event to be notable. Wide-ranging reporting tends to show significance, but sources that simply mirror or tend to follow other sources, or are under common control with other sources, are usually discounted." I've found news sources in various languages, but many seem to just cite each other. The BBC is an exception.
