Franck, officially Franck District, is a district of the Las Colonias Department, in the center of the province of Santa Fe, Argentina.

Location[edit]

The town is located 30 km (via National Highway No. 19) west of the city of Santa Fe, capital of the Province, and 15 km south (via Provincial Route No. 6) of the city of Esperanza. , capital of the Las Colonias Department. In addition, the town has a privileged and strategic geographical location, as it rests on the side of Provincial Route 6 and is located just 6 km from the National Highway No. 19, a road corridor that connects Santa Fe with Córdoba and which is of marked interest for communication and economic development between both provinces, as well as a transit point for all international traffic that moves through National Route No. 11 from Paraguay and Brazil to the ports that face the Pacific Ocean in Chile.

Creation of the Commune[edit]

Place Names[edit]

Initially the name of the town Franck was not the one used, but it was known as the "Franck Colony", referring to the fact that it was the Colony that Mauricio Franck had started. With time and custom, the established name was Franck, as it is known today.

History[edit]

The "Franck Colony", as it was originally known, arose from a colonization contract that Mauricio Franck after having been in California during the Gold Rush.[1] signed with Ricardo Foster and the government of the Province of Santa Fe, on a land of 3 square leagues near Santa Fe. The first settlers were Swiss, German, French and Italian immigrants who arrived in Santa Fe by river in 1870.

Although it is speculated that Franck's founding was on September 27, 1870, there is no record of the exact founding date; It is only estimated that the Colony began as such when the first settlers arrived in October 1870.

The primitive population was made up of 162 inhabitants, of which 105 were Italian, 35 Swiss and 22 French; while in matters of religion 127 were Catholics and 35 Protestants. [citation needed]The Colony lacked political authorities and depended on the justice of the peace resident in the town of San Carlos.

The first years of life of the Colony were very difficult and made great sacrifices. The settlers dedicated themselves with precarious tools mainly to clearing and cultivating the fields for the exclusive planting of wheat and corn, as well as livestock farming, planting fruit trees and firewood, etc.

In 1872 the population of the Colony doubled and the cultivated area increased significantly. The first political authority designated was the first lieutenant, Judge Don Lubary, through a provincial Decree of May 2 of that year. On May 30, 1872, Tomás Lubary wrote to the General Minister of Government, Don Pedro Luis Funes, requesting the independence of the Franck Colony..."due to a constantly growing population increase"... In response to this request, On June 7, 1872, the province of Santa Fe appointed D. Augusto Hosch "Lieutenant Judge" of the Franck Colony.

By 1881 the population of the Franck Colony increased to 450 inhabitants. The work was facilitated by the introduction of animals such as horses, mules and oxen, as well as the number of dairy cows and the raising of pigs. In addition, the settlers had more sophisticated tools, such as steam threshing machines, reapers, clod breakers, harrows, and plows. This year, the Joaquín V. González mixed school, run by Mr. Juan Rial, officially began operating, an establishment attended by 30 students. Along with this, 131 buildings had been built throughout the Colony, of which the most notable were a steam mill, bakery, carpentry, blacksmith shop, shoe shop, brick oven, inn, warehouse, grain warehouse and grocery store. In those times the population was politically administered by a Justice of the Peace and two security guards.

January 4, 1884 is the official date of the creation and beginning of functions of the De Franck Commune.

In 1886, the Development Commission was created, composed of Messrs. Alberto Gebhard, Luis Canetti and Miguel Baronetti, and the Franck railway station corresponding to the Santa Fe-Gálvez branch (currently closed) was opened.

On May 30, 1887, the local Catholic temple was inaugurated and blessed, with the presence of the Governor of the Province of Santa Fe, Dr. José Gálvez, with Father Pascuchi being the first priest. The land where the temple was located was donated by Doña Clementina M. de Argenti.

On September 9, 1888, the statue of the Virgin of the Rosary, brought from Italy, was introduced into the temple and declared the patron saint of the town. The celebrations for the anniversary of the Franck Colony were arranged for the first Sunday in October, which that year coincided with October 7, the commemoration of the Virgin of the Rosary.

In 1896, wheat cultivation was the main activity of the colony, reaching 5,800 hectares planted.

Agriculture in subsequent years endured periods of drought and locust attacks, which determined the change from agricultural exploitation to dairy farming. Consequently, in 1905 the first dairy farms were installed in a precarious manner, beginning the local dairy farm.

On March 22, 1908, the first institution in the town emerged, which was called the “La Fraternal” Mutual Aid Association, initiated with the purpose of improving living conditions based on the increase in the population.

By May 1924, Mr. Miguel Manfredi processed and managed to introduce the telephone into the town, which could only be used by accessing a Public Booth.

In 1925, the new primary school building was completed, located on the current property, with three classrooms, management, bathrooms, hallway and family house. At that time, approximately 60 students graduating from 4th grade attended.

On April 10, 1926, a group of students from School No. 321, at the initiative of teachers and with the support of a group of neighbors, decided to found the Mariano Moreno Popular School Library.

In the early years of the 1930s, the remodeling of the Catholic temple was carried out, which included the completion of the bell tower and the construction of the new pyramid-shaped tower, the installation of a clock in the tower, the closing of the front of the chapel, among other minor renovations.

In 1932, the urban population began to have an electric light service, driven by motive power, operated by Mr. Domingo Brusa and his sons.

In 1942, a bus, owned by Eichner and Cassettari, began to provide transportation service between the town of Franck and Santa Fe, thus beginning the stage of automobile transportation that would progressively replace the railway system.

At the beginning of 1966, a group of neighbors took the initiative to provide the town with the Professional School for Women No. 84, whose graduates obtained the title of Technical Teacher.

From 1967 to 1970, the town's first newspaper was published, called “Nueva Era”, headed by Mr. José Aput.

On March 11, 1967, work began on the construction of the current Franck temple, with modern architecture, which required the demolition of the previous temple. At the beginning of that year, a group of residents of the town of Franck presented to the civil and educational authorities the initiative to create a secondary school that would respond to the needs of that thriving town and its area of ​​influence.

On March 11, 1968, by order of the Government of the Province of Santa Fe, the first Technical School of Dairy Industries in Argentina began to operate, called Don Miguel Manfredi in honor of the pioneer, founder and first President of the Asociación Unión Tamberos Cooperativa Limitada. , better known as Milkaut.

In 1971, the Cooperative for the Provision of Public, Social and Assistance Works and Services and Housing of Franck Ltda. was created, whose purpose was the provision of services to the community.

On September 30, 1972, the inauguration of the town's modern temple took place, even though there were several unfinished works and many details that were later completed.

In the 1980s, work began on the construction of the Mauricio Franck Kindergarten No. 124, carried out on land donated by the Primary School No. 321, at the intersection of Gobernador Gálvez and Alberdi streets.

On October 10, 1989, at the initiative of a group of people with the intention of organizing a body that acts to help people in cases of fires and accidents that occur in the town and neighboring areas, the formal constitution of the Association was carried out. Franck Volunteer Firefighters.

As of April 5, 1999, the Secondary School has the Secondary Education Annex for Adults (E.E.M.P.A.), a three-year night secondary school carried out exclusively for adults who need to finish their secondary studies.

In March 2000, a group of professionals from the health and education area was called to an information meeting, summoned by the Secretary of Culture of the town, Mrs. Elsa Claret de Arnold, and the Psychopedagogue of the Commune, Mrs. Roxana Grenón with the aim of transmitting the concern and at the same time urgent need to form an interdisciplinary group to address the care of local children and young people with special educational needs. After several meetings and extensive analysis, the Support Group for Children with Special Educational Needs (G.A.N.N.E.E.) was formed.

On September 17, 2007, the new building of Kindergarten No. 124 Mauricio Franck was inaugurated, although unfinished, through an act with the assistance and blessing of the parish priest Eladio Giovaninni, and the presence of the Governor of the Province of Santa Fe , Engineer Jorge Obeid, the Minister of Education Adriana Ema Cantero, officials and politicians from the area, local authorities, teaching staff, students and the general public.

On December 19, 2009, the transfer of Kindergarten No. 124 to its new location was completed.

Franck has four schools: Kindergarten No. 124 "Mauricio Franck", initial level; "Joaquín V. González" Primary School No. 321, intermediate level; and "Don Miguel Manfredi" School of Professional and Comprehensive Technical Education No. 298 (EETP), formerly known as ETIMM or ETIL), at the secondary level and Incorporated Private Oriented Secondary Education School No. 3028 "Beato Luis María Monti", secondary level. Kindergarten N° 124 Mauricio Franck[edit]

The first facilities of Kindergarten No. 124 were built in the 1980s on land donated by Primary School No. 321, on the corner of Gobernador Gálvez and Alberdi streets.

In 1987 the kindergarten, which operated in the primary school, became independent, being called Kindergarten No. 124 Mauricio Franck. That year, about 90 children entered the institution, a figure that doubled in 2004, where 179 children between 4 and 5 years old were enrolled. Between these years, an assembly hall was built and new classrooms were completed to accommodate new entrants, a figure that increased year after year.

Because the possibilities of expansion for the institution would be zero for subsequent years, the procedures were initiated for the approval of a donation of land (which was transferred by the Asociación Unión Tamberos Cooperativa Ltda.) to the Ministry of Education of the Province , so that this in turn authorizes the construction of a new building for Kindergarten No. 124, a rather urgent need.

After the approval of the land intended for the new Garden, work began on the building construction. On September 17, 2007, the inauguration of the new building of Kindergarten No. 124 Mauricio Franck took place, although it was not yet authorized for use, through an event that was attended by the Governor of the Province of Santa Fe, Engineer Jorge Obeid, the Minister of Education Adriana Ema Cantero, officials and politicians from the area, authorities from our town, special guests, teaching staff who worked in the garden, students and the general public. The parish priest Eladio Giovaninni proceeded to bless the building, and then the Director of the establishment Mrs. Irene Neffen de Flappo, the Communal President Omar Mierke, the Minister of Education Adriana Cantero and the governor of the Province of Santa Faith, engineer Jorge Obeid.

On December 19, 2009, the transfer of Kindergarten No. 124 to its new location was completed and the beginning of the 2010 school year was possible in its facilities. The completion of this project is of great importance for the community because it will allow better education with more sections for optimal attention to children and a new space will be recovered for Primary School No. 321, since it is also experiencing growth in its number of entrants.

Elementary School N° 321 Joaquín V. González[edit]

The concern of a group of neighbors regarding the need to have a school in the town led to the formation of a Neighborhood Commission in August 1874 that began the necessary actions to allow the creation of a school establishment. In 1878 the Neighborhood Commission put plans into motion for the construction of the school building, which became possible and in 1881 the Joaquín V. González Mixed School fully functioned and was run by Master Juan Rial.

In 1925, the new primary school building was completed, located on the current property, with three classrooms, management, bathrooms, hallway and family house. At that time, approximately 60 students graduating from 4th grade attended.

On April 10, 1926, a group of students from School No. 321, at the initiative of teachers and with the support of a group of neighbors, decided to found the Mariano Moreno Popular Library. It currently functions as a school and popular library, with the support of a neighborhood commission and the Franck community.

Currently, the primary school has classrooms in good condition and adequately equipped, independent music rooms, practical activities, a workshop, video, a modern computer room with twelve machines and a laboratory classroom, it also has a covered patio for a classroom. events and a beach for outdoor exercises. Approximately 700 students attend, distributed in two shifts, morning shift from 4th to 7th grade, and afternoon shift from 1st to 3rd grade, adding a total of 25 sections counting from grade 1 to 7th.

The School has the Special Pedagogical Service in Common Schools, which began the 2010 school year with a number of ten students in the facilities where Kindergarten No. 124 Mauricio Franck was previously located. This will add comfort to its students, since it will use three special classrooms, and will facilitate the incorporation of new students in the future.

At night, the establishment offers a manual training course (with a specialty in carpentry) and the Literacy and Basic Education Center for Adults No. 180 operates, which offers electricity, sewing and wood carving workshops for adults in need of job insertion.

Organizations related to green spaces also operate in the Primary School, advised by teachers and carried out with the participation of parents and students. The organizations of the Cooperating Association and the Mothers' Club work together, fulfilling their function specifically in supporting the work carried out at the school.

Miguel Manfredi School of Professional Technical Education N° 298 (EETP N° 298)[edit]

At the beginning of 1967, a group of residents of the town of Franck presented to the civil and educational authorities the initiative to create a secondary school that would respond to the needs of that thriving town and its area of ​​influence, and to the efficient development of its natural resources.

Once the pertinent studies were carried out on the socioeconomic-cultural and geographical environment in which it is inserted, which indicated that the predominant activities in the area were primary milk production and industrialization, as well as the ecological characteristics that place it close to the geographical core of the most important Dairy Basin in South America, the Government of the Province of Santa Fe (according to Creation Decree No. 8047/67 of October 30, 1967) puts into operation on March 11, 1968 the first Technical School of Dairy Industries in Argentina, called Don Miguel Manfredi in honor of the pioneer, founder and first President of Asociación Unión Tamberos Cooperativa Limitada, better known as Milkaut.

This dairy industry, whose headquarters are located in Franck, crystallizes its support for the E.T.I.L., through the business sponsorship that is recognized by Ministerial Resolution No. 801/77 of July 19, 1977.

The modality of study at the institution is mandatory from 1st to 6th year, with an optional specialization in the last two years that allows its graduates to obtain the title of Bachelor of Dairy Industries or Bachelor of Administration. In the case of the Bachelor in Dairy Industries, this has the option of continuing with the 6th year, which is divided into a theoretical-practical part with assistance at School (2/3 of the year), and a part of Practical Work in Companies or Internships (1/3 of the year) where internships are carried out in local companies, in the area and abroad for a period of three months to gain direct contact with the reality of the Argentine Dairy Industry and acquire a high practical level in the application of the technical-scientific knowledge taught at the School.

In the last three years of the Dairy modality, dairy products such as soft and semi-hard cheeses, dulce de leche and yogurt are made in an Experimental Pilot Plant owned by the School and in two fully equipped laboratories, one for work in the area. of microbiology and another for physicochemical analysis, which enables permanent contact and excellent practice carried out directly by the students.

The completion of internships by students in the dairy industries of the area has numerous connotations and a series of objectives that are worth highlighting, because although above all is the comprehensive training of young people, the significance of the internship It covers such important areas as the projection of the institution in the industrial and social environment, the search for pedagogical excellence, the strengthening of student-school and school-industry links, feedback that will favor institutional growth, motivation and incentive of students, the importance of prior information, care and preservation of the environment and the continuation of a project towards Total Quality, as part of a Permanent Improvement Program.

This educational establishment, previously called School of Technical Education No. 298 "Don Miguel Manfredi", depends hierarchically on the Regional Directorate III based in the city of Rafaela, and on the Provincial Directorate of Higher, Secondary and Technical Education of the Ministry of Education of the Province of Santa Fe. Currently the name change was made due to a process of regional standardization of secondary establishments by the province.

In addition, since April 5, 1999, the school has had the Secondary Education Annex for Adults (E.E.M.P.A.), a three-year night secondary school carried out exclusively for adults who need to finish their secondary studies. So far there are three graduating classes, the first class of high school graduates being in 2001 with 52 students, the second in 2004 with 41 students and the third in 2007 with 33 students.

Private Oriented Secondary Education School Incorporated N° 3028 "Beato Luis María Monti"[edit]

It is the most recent of the local schools. It began its activities in 2016. It is a private school. The request for the school was based on the sustained population growth in the area, the result of the development of industrial activity and the need to diversify the secondary level educational offering in that urban center. In the provision, the "Social Sciences" orientation is established for the institution with a total of 38 curricular hours and four hours of coexistence rounds. The school operates in the afternoon shift in a building located at 2186 San Martín Street.

Support Group for Children with Special Educational Needs (G.A.N.N.E.E.)[edit]

In March 2000, a group of professionals from the health and education area was summoned to an information meeting, summoned by the town's Secretary of Culture, Mrs. Elsa Claret de Arnold, and the Commune's Psychopedagogue, Mrs. Roxana Grenón with the aim of transmitting the concern and at the same time urgent need to form an interdisciplinary group to address the care of local children and young people with special educational needs. This concern was motivated by the increase in referrals and diversity of problems of patients with learning difficulties, behavioral problems, attention problems, psychomotor problems, language pathologies, among others.

After several meetings and extensive analyzes about this problem present in the community of Franck, the formation of a Support Group for Children with Special Educational Needs (G.A.N.N.E.E.) was carried out, incorporating the contributions made by professionals in the areas of Education Special, Psychopedagogy, Social Assistance, Occupational Therapy, Psychomotor and Speech Therapy.

The main objectives set were to promote the integration of children and young people with special educational needs into society, address learning difficulties detected in the school environment, provide a therapeutic and educational space to stimulate and enhance individual capabilities, and raise awareness. to the community to achieve the social integration of children and young people.

Currently the interdisciplinary group is made up of the Psychopedagogue Roxana Grenón, the Psychomotor Lorena Mierke, the Special Education Teacher Gisela Gardiol and the Speech Pathologist Virginia Invinkelried. The care is provided in a communal building that has been designated for the operation of this support group, with two work rooms (each one has appropriate furniture for patient care), a waiting room and a bathroom.The financial resources are obtained thanks to the contributions made by different local institutions and also by the collaboration of parents.

Civil Association to Help the Disabled (A.C.A.Dis.)[edit]

A.C.A.Dis. is a civil association to help the disabled, created on October 20, 2010. This initiative arises from parents and other volunteers interested in improving the quality of life of people with special abilities in the town.

Currently, an interdisciplinary team of professionals has been formed, since the main aspiration is the formation of a Day Center that satisfies needs that are not covered in the town by other institutions.

This Center aims to generate recreational and job training activities that promote benefits on a personal, social and inclusion level in the community.

On July 13, 2015, the Day Center itself was inaugurated.

Cultural Center - UNL Virtual Campus[edit]

In the year 2000, a building belonging to the former Franck Railway Station was allocated and conditioned to implement the Distance Education Program of the National University of the Litoral, called UNLVIRTUAL, in the town, enabling it as a satellite classroom. In the beginning it was a system with satellite support that, through live transmission, allowed the realization and delivery of undergraduate, graduate and postgraduate courses linked to the productive, educational and service sectors, as well as short updating and improvement courses for teachers, professionals, technicians and the general public, through the distance education system.

In 2002, satellite technology, which was beginning to become obsolete and limited the geographical expansion of the system, was left behind and learning was opted for through educational videos and a platform called e-learning. The good results of the experience of implementing web technology in the educational process led to the development of new virtual resources that allowed academic and administrative activities to be carried out via the Internet. UNL teaching teams produce printed, audiovisual and multimedia materials specially designed for students to address the distance learning process. The final evaluations are given in person, in the faculties on which the careers and courses depend, in the city of Santa Fe or Esperanza.

The adoption of web technology and the implementation of a Virtual Campus with spaces with functionalities analogous to the face-to-face modality (classrooms, libraries, students) configures the new dimension of the distance education system and allows students to access careers and courses of the UNL adapting the study to the personal demands and commitments of the student.

Currently, the Virtual Campus (as it was started) no longer exists. At the School of Art and Crafts, belonging to the Commune of Franck, different courses, workshops are taught and trades are taught.

Language Centers[edit]

Currently there are two institutes dedicated to teaching the English language, and there are professionals who provide teaching in the Italian and German languages, the latter two being deeply rooted in the history and origin of the first settlers who arrived in the town.

School of Arts and Crafts[edit]

It was inaugurated on March 27, 2015.

The different courses, workshops and community programs are taught there. They are renewed year after year. Some of the courses/workshops taught: refrigeration, electrical installations, sanitary installations, vitrofusion, mosaicism, English, Italian, Portuguese, cutting and sewing, hairdressing, computer science, dance (Arabic, folklore, contemporary, etc.), archery, caricature, soccer coach, drums, singing, piano, violin, guitar, cooking (children and adults), among others.

It is located at San Martín 2333 (property belonging to Asociación Unión Tamberos, which was transferred to the Commune of Franck on loan).

The development of this population, although in its beginnings was purely agricultural, evolved through the development of dairy farms at the end of the 19th century and the beginning of the 20th century, reaching an important industrial contribution.

It is worth highlighting in the rural area the influence of the agricultural-livestock sector and in the urban area a multitude of mechanical workshops, carpentry shops and other sectors.

Among the works and services provided by the Commune of Franck, we can mention housing, urban pavement, communal cemetery, public lighting, sewers, communal nursery, squares and promenades, street sweeping and cleaning, urban waste collection, waste separation and classification , maternal-child dining room, ambulance and social care with medical and pharmaceutical service.
