Could anyone explain why Yellingbo (postcode 3139) has a special mention from the Department of Immigration and citizenship when it comes to applying for a second work Holiday visa there?

From a departmental notification on 12 Jan 2007:
" Following representations from stakeholders in the Yarra Ranges Shire, the Immigration Minister has approved adding postcode 3139 (Wandin North & East, Seville & Seville East, Woori Yallock, Yellingbo, Launching Place, Don Valley, Hoddles Creek) to the definition of regional Australia for the purpose of eligibility for a second Working Holiday visa. From Friday 12 January 2007, working holiday makers who have completed 3 months of seasonal work in postcode 3139 whilst on their first Working Holiday visa may be eligible to apply for a second WHV." It is probably because this is a fruit growing area that may want to increase the use of immigrant fruit-pickers as labour.
