This is simple English[edit]

The question is “Is the runner out or not out?” If the play doesn’t beat the runner than he is not out, aka, safe. Did the fielder tag the base or runner BEFORE the runner touched the bag? If the answer is no (and a tie would result in a “no” answer) then the runner is not out. McClelland is wrong (according to logical comprehension of the English language).
