Proposed decluttering[edit]

Similar to Template_talk:Colocationwebhost, I would like to collapse the text on appealing, as it is almost never successful. In the sandbox, I've proposed a revamp (see diff and proposed new version). Absent objection, I plan to implement this change in the next few days. This currently contains the following text:

As a user who is always logged in, but who is still blocked because I keep a VPN on, this advice ranges from false to nonsense to just plain insulting for me.
